There should be no problem building a "Sidewalk" that doesn't really go anywhere... :-)

The problem for them has always been manuevering the curb. She would like to know if they took the curb out and paved a side walk that just ended in the middle of the field would they need to meet any regulations or be in violation of any regulations. They don't want to build and maintain a helipad.
