Yes in a way: $3k (Canadian) annually for courses/conferences/travel/accomodations etc.
As long as your essential courses are current pretty much anything that is related to the job/con-ed in nature goes.
Not as great as it sounds however as work at a remote base that can cost $900 Canadian to get to the nearest major airline hub in Edmonton ($1300 same-day purchase)
Time off is granted with pay for approved (by CFN) educational opportunities, otherwise its on your own time. Can be tricky if lots want the same course as only one can be scheduled off at a time with pay.
