Yes, and if I recall correctly, it wasn't long ago that ALL ambulances in Florida carried a spare tire.  Perhaps it would be a good time to look at what equipment you really use and see if your government agency is willing to change.  I understand the difficulties in getting that to happen, but perhaps with some data and several of the services getting together (and I know the difficulties in that, too) you could get some movement.  Especially since it is something of a safety issue.
