Most dispatchs center will use a flight dispatch/billing program that automates the flight plan as well
as any billing requirements. This way the VFR flight progress is tracked by the computer using the FAA
maximum required time of ten minutes for updating the aircrafts position. This way the flight is always
tracked for downed/missing aircraft procedures. I disagree with some of the other responses you have
received. The FAA has stated a flight must comply with Part 135 only when there is a patient/organ
onboard (A flight that you should receive compensation for). If the flight does not meet this criteria,
then Part 91 rules apply.
