Hello.  In our operation, typically the pilot files the flight plan.  However, we frequently are in class B space and his job gets busy pretty quick.  From the left rear seat in our Bell 407, there is a relatively clear shot of the instrument panel, and we can see the GPS and fuel status.  So if the pilot is busy with the comm radios one of the crew members will transmit the flight plan.  The crew members also frequently give position reports to our dispatch office.  We typically transmit the flight plan just prior to lift off.  So I guess to answer your question we all transmit the flight plan and position reports at various times.  Hope that helps.
