FAA Part 135 Flight Info

We are preparing to begin our Part 135 program and are trying to work out 
some of the logistics associated w/ Part 135. 
Who delivers the flight plan info to the dispatch center, the pilot or an 
aircrew member? And when do you do it, prior to lift off from the airport or 
prior to lift off from the scene. We will be flying Part 91 to the scene, but 
when we load the patient will be under Part 135. Any info from the group is 
appreciated.
