Public Use of Hospital Based Helipad

Does anyone have any information on the public use of a hospital 
based helipad?  We are considering funding a new helipad through 
federal funds which requires that we allow the public to use the new 
helipad.  We are attempting to determine what if any impact this 
could have on us.
