HARP / CONCERN

Does anyone on the list know what the time delay from submission to posting for the HARP site is? Or if there are some special submission criteria? Since CONCERN requires confirmation from program PR person etc thus destroys anonimity I was under the impression HARP existed to circulate info all could learn from without ID'ing the program etc. Can anyone direct me to whoever screens for HARP, or if there is another site that has a similar purpose - it's address?
