having worked in correctional healthcare prior to my current line of work, i may have something to offer along those lines...
Razor wire, of course is an effective obstacle. however, it can be unsightly and / or annoying to the neighbors.
one possibility is the so-called "taut wire sensor"
this system uses a fence constructed of wires under a specific, known tension running parralel to the ground and spaced approx 4 inches apart. if a person tries to climb the fence, they have to use these wires as "rungs on a ladder." increasing (or decreasing by cutting the wire) by a preset amount triggers an alarm. the preset amount is adjustable to allow compensation for things like birds landing, high winds, raccoons etc.
