firefighter/paramedic competencies

i am assisting a local fire dept. develope a computer based evaluation tool for their personnel. The dept has already purchased a program that does much of this except the section on providing Emergency Medical Care is pretty basic. does anyone have a competency form/program for assessing paramedic skills?
