moving helicopters

We are a farely new flight service and have ran into this problem several times.  In this situation we will not ask a service to reposition unless absolutely necessary.  We have had them tell us that we will be charged a minimum fee,  and we have to accept that before they will lift.  I know our aircrafts are very important but so are our patients.
