You most likely have a local/State EMS council. Your concerns need to be
raised at that level to get management from both sides working this
issue. A concern is in trying to have the state regulate flight
services. The Airline Deregulation Act (paraphrase) "Prohibits a state
or political subdivision thereof, to impose rules or requirements that
inhibit or interfere with an air carrier (flight program) that operates
under Federal Law (Federal Aviation Regulations)". A state can regulate
medical services, and how they are to be provided, but must be careful
in the ways they choose to control medical flight programs operating in
and out of their state.
Decisions dealing with patient services, need to be based on the best
interest of the patient. The state or local EMS council should be able
to handle that. If your region allows a trauma patient to be
transported to a facility while bypassing another appropriate facility
to the patients detriment, that is a problem that needs to be
addressed. Reputable flight programs can/will only follow whatever
operating procedures are in place.
