Hot vs cold loading and unloading

Trying to get a feel for the general consensus on how EMS agencies respond to 
the rotorwing staying hot or shutting down on scene calls. What has your 
experience been with agencies feeling strongly one way or the other? What is 
your preference? What are your EMS agencies' preferences and why?
