Definitely not answering this question to fuel the discussion but,  64E (FL) states that an ALS transport vehicle must have a minimum of an EMT and Paramedic combination. That was clarified in the old 10D-66 and even discussed a state conference back in 1996. BUT as you know if you work in FL, there are allowable "exemptions" that only have to be documented at the state office. I believe there are a couple of flight programs who have this exemption filed with the state. I have been with another flight program (out of FL) for the last 6 months so I'm kinda out-of-touch with FL things now.
