The facts that I heard (not to defend anyone, but these are the facts that I heard):
1) government employees are able to use the planes when they are not needed for airlifts.
2) The babe wasn't to be ready for transport for several hours
3) the Lt Gov didn't know about the medical transport
4) whoever calculates airtime figured that there was time to allow for the transport of the official and be back in time (possible source of error here)
5) bad weather delayed the plane in Winnipeg
6) the babe was ready before the scheduled time
7) the babe was received by the receiving hospital 90 minutes later than initially scheduled
8) the transport was between hospitals, not from a trauma scene to the nearest medical facility, and the news source did not reveal the source of illness.
Again, I don't mean to appear to defend anyone, but those who are quick to condemn officials should know that the Province of Manitoba, although beautiful, is not awash with money, and I can easily see the government justifying Cessna Citations for medical transports only if they could also be used for other means of transports when not needed.
