I have seen this phenomena once. IV line flowed fluid easily, and had a
blood return.  When Norcuron was injected, there was no effect.  After a few
minutes waiting for the expected paralysis, we made the decision to initiate
another IV line.  Pushed the Norcuron through this, with the desired
effects.

I'm not implying that this is what occurred in your case, but could possibly
be the cause of your Norcuron failure.  I have been fooled with "patent" IVs
before.
