FROM THE EDITOR:

In the effort to seek normalcy, as requested by both the president and human
nature, a new release of your worldwide webzine for emergency responders,
MERGINET.News, is now online. It's been a terrible few weeks, and we hope
this new information provides a welcome distraction, even though much of our
new content reflects the times.

EMS expert/lawyer Bill Nicholson wrote an excellent feature on "Terrorism
and the Law." Tonya Shafer researched various medical suppliers and how they
have assisted with the search and recovery operations in New York and
Washington, D.C. Valerie DeFrance offered up her thoughts about "Collateral
Damage." Click on the "09-11-01" section (formerly titled "Editorials") to
see what was written during the initial days of the disaster, as well as new
material still being posted.

We offer MERGINET author Jeff Robinson's first product review — on the
LifePak 12®. Mike Taigman's book review is apt: "Still Here," by Ram Dass.
Valerie DeFrance's "Problem Child" series continues for a fourth
installment. And in "Management Matters," you can find wisdom from regular
contributors John Becknell, Tom Scott, and Don Wetmore.

Take a moment to click onto our "Helpline" and see if you can send advice or
your wisdom to those asking questions there — it's a place in the EMS
community to share our collective street smarts! New to Helpline is a
request from Ron from Milwaukee, who received four Heartstart 2000 AEDs for

Emergency planners and responders, along with the rest of the world, were
appalled by the horrifying terrorist attacks of September 11, 2001. The
images of the World Trade Center and the Pentagon are by now as deeply
imprinted on the national psyche as pictures of the Pearl Harbor attack or
the flag raising at Iwo Jima. EMS, fire, and law enforcement responders were
further shocked and heartsick to learn of the sacrifice of so many fellow
professionals at the collapse of the World Trade Center buildings.

As Americans rushed to donate their time, money, and blood following the
September 11 terrorist attacks on New York City, Washington, D.C., and
southwestern Pennsylvania, medical suppliers across the continent were also
using their resources to help the thousands of firefighters, police
officers, EMS personnel, and victims at the scene of America's greatest
tragedy. The companies donated equipment, arranged for supply transports,
and contributed in many other ways to a widespread rescue effort that sought
to mend the torn fabric of the nation.

evolution of the profession. This is particularly true when it comes to
equipment changes. One need not look further than cardiac monitoring to see

by Medtronic Physio-Control.

We were dispatched in the early hours to the Bairo Pete clinic for a newly
born babe with "an abdominal problem." On arrival there were two patients:
the newborn and the mother. This case will concentrate mostly on the
newborn. The baby was 15 minutes old and had arrived after a labor of 16
hours assisted by an episiotomy. The baby was eight months (36 weeks)
gestation and had an Apgar score of 8 at one minute and 9 at five minutes.

In the 1980s Florida Power & Light was one of the best at implementing Total
Quality Management. In 1989, it became the first non-Japanese company to win
the Deming Award and later started its own TQM consulting practice. But in
the 1990s Florida Power & Light shut down its TQM program. Why? Because its
CEO thought that TQM demanded too many management meetings and excessive
report writing. It was causing a drop in customer satisfaction, hurting the
bottom line, and pulling managers away from the company's real work.
