EMTALA has regulations that somewhat address part of
your question, although they are somewhat vague.
Sending facilities must determine an appropriate level
of care when transferring. Most facilities include on
their transfer orders (required by EMTALA) what the
minimum care should be...ie. ACLS vs BLS, mode of
transportation, etc.
In our program, we would never hand off a patient and
it has never been an issue. You do, however, have to
be very careful. Not all BLS units carry ACLS
supplies! So you need to make sure you carry what you
need onto the ground ambulance.
I have heard (but can't say for certain...so don't
quote me please) that some states like Utah for
example, require CAMTS certification for air-medical
programs and have limits on the number of flights that
a non-CAMTS team can bring in. Anyone familiar with
that aspect?
