Medical Directorship for Ground/Air Ambulance

Renegotiating contracts for air / ground ambulance at level I trauma
center.
Does anyone have any information on "HCFA" regulations / OIG enforcement
regarding documentation of physician hours to justify salary?
In previous years we have been paid a flat salary for med control /
direction of prehospital emergency services (includes all QA, protocol
development, etc) The Hospital now states that in order to pay out any
monies, it must have hourly documentation of how our time is spent to
stay compliant with HCFA / OIG. Fact or fantasy?
